There is a rising interest in exploring how Artificial Intelligence (AI) could improve online participation in policy-making. Several digital platforms are now testing AI-powered content moderation and utilising AI to summarise input from online consultations or debates. There is also a growing focus on recommendation algorithms within citizen platforms, aiming to increase user participation in projects. These are just a few examples of the new AI tools being developed to enhance public participation in policy decision making. According to the Communication on Artificial Intelligence in the European Commission (AI@EC), the Commission is considering the use of AI for the purpose of enhancing citizen participation. However, along with its potential benefits, the use of AI also brings risks, such as those related to privacy, access to information and amplification of human bias.
