Researcher and international consultant specialized in governance, legitimation, public policy theories, program evaluation, political design and open government. He has several papers and articles published in in public policy journals. Professor in transparency and open government for INAP-Spain and the OAS Organization of American States (School of Government) and the Higher School of Public Administration ESAP-Colombia. He has been a Researcher at the International Institute of Governance of Catalonia (2000-2002) and a researcher for the Independent Reporting Mechanism of the Open Government Partnership.

He is currently: Associate Professor at the Carlos III University of Madrid (from 2018 to date, Madrid, Spain); Senior Researcher at GIGAPP (from 2011 to date) Research Group in Government, Administration and Public Policies; Member of the International Experts Panel IRM- OGP (from 2016-2023. Washington, D.C. USA).
