Evaluating citizen engagement in policymaking

Description

These Guidelines’ purpose is to inspire and support the thinking and practice of evaluating a broad range of (invited) citizen engagement processes conceived in support of Commission’s, and other kindred institutions’, policy objectives and files. Providing accessible tools for systematic evaluation of such processes is likely to encourage broader interest towards and adoption of such processes across policy files. These Guidelines propose a framework for evaluating citizen engagement processes, offering practical steps to using it in conceptualising, planning, contracting, and monitoring an evaluation of a citizen engagement process. It further offers practical advice on how to make use of the evaluation findings in terms of informing a decision, prompting action, or building new knowledge for policy.
