Established in 2017, the H.OPES Foundation has consistently led efforts in responding to crises and developmental challenges. We are dedicated to converting social and economic vulnerabilities into growth opportunities for individuals and communities. Our vision is a world where development cooperation projects cultivate autonomy, resilience, and enduring sustainability.
H.OPES Foundation aims to strengthen the institutional capacities of governments to achieve their national development objectives and internationally agreed development agendas.
For this reason, H.OPES Foundation has constituted the Centre for Applied Parliamentary Research to assist countries in transforming public administration institutions into effective, efficient, transparent, accountable, innovative and citizen-oriented ones to accomplish the missions of the State.
The Centre conducts scientific research and relevant educational and informative activities on legislatures, institutional governance patterns, oversight practices of scrutiny and accountability. The Centre promotes effective policy-making and good governance through improved interaction between parliaments, governments and other actors and institutions.
The Centre also promotes the development of leadership capacities to support leadership and professionalism, as well as ethical conduct and commitment to public service among civil servants.
